National Institute of Standards and Technology Supervisory Executive Management Specialist in Gaithersburg, Maryland

Responsibilities The NIST Center for Neutron Research (NCNR) is looking for a Supervisory Executive Management Specialist as a key member of the NCNR Center Office team. Supervisory Executive Management Specialist's duties will include: Provide expert knowledge of policies, procedures, theories, principles and practices of management administration, IT operations, and facility Functions. Advise the OU Director, OU Deputy Director, and OU Division Chiefs to develop strategies and shape administrative procedures. Plan, develop, and carry out vital administrative programs for the NCNR. Provide a full range of management, leadership, and administrative functions within NCNR under the NIST operational policies and practices and for the overall mission of NCNR. Work independently under general policy guidance using their mastery of principles, concepts, laws, and regulations to generate new concepts and methodologies in the administrative field. Serve as NCNR's authority on administrative matters including human resources, budget formulation, finance, contracts, grants, property, facilities, safety, IT Security, and other administrative areas. Serve as principal NCNR contributor to the formulation of NIST-wide operational policies and practices concerning a wide variety of budget, accounting, personnel, and facilities issues and provide guidance, advice, and information on these matters to management and other organizations. Serve as a member of the NCNR management team and supervise the Senior Management Advisor, AO and other operational staff within NCNR. Requirements Conditions of Employment Qualifications This position requires one year of specialized experience equivalent to at least the (GS-14) level. Specialized experience is defined as expert knowledge of Federal policy and administrative procedures & policy, budget formulation & justification, financial policy, procurement/grants, personnel management, business systems leadership & management, legal, ethics travel policy, safety management, facilities management, IT Security, IT Operations, property, audit coordinator, and administration operations. Experience refers to paid and unpaid experience, including volunteer work done. We will credit all qualifying volunteer experience in your application.
